As per procedure, a police officer is supposed to come and visit the applicant's house for verification. On the day of the surprise verification visit, I happened to be on a holiday in Shimla. Later, after our return when he came again for the verification, only me and my mother were present at home. Being a male officer, common courtesy did not allow him to ask a woman for a bribe. He asked my mother to phone my father and talk to him about the "kharcha". Having dealt with govt. officers before , we did expect him to ask for around 500 bucks.
The policeman flipped out at my father when he refused to pay a bribe. He shamelessly demanded Rs.2000 over the phone from my father. My father , left his work at the office and came home running to take stalk of the situation. The policeman would not relent and said that paying was a must. The standard verification charges were 800 but since he had to delay our case ,because of our absence, we would have to pay Rs 2000. My father , scared yet a man of principles, relented and give him Rs 500. He refused to pay even a rupee more. the policeman gave all of us a long lecture on how the govt. machinery works and left the house angrily.
If he makes 500 bucks for each passport he verifies and verifies at least 1 passports a day, he can easily make 15000 bucks per month.It is a sad state of affairs. The fact that policemen think that asking for bribes is their right is just unthinkable. Something needs to be done and done soon.
