Along with the normal processing fee every person who applies for a drivers' license has to bribe the inspecting officials on the day of driving test. People applying through driving schools get an easy pass (with the bribe). If you apply yourself and go with your personal vehicle the officials bring up many 'rules' to deny them a drivers' license.
