EB field engineer always looking for bribe

This EB field engineer( not a qualified one) always comes to our site ehnever there is a issue and whatever work he does , he openly asks to tip him. Recently (end of Jan)2 of the flats in our block developed a problem in their Meter and they raised a request and EB office sent the new meters for installation,
This engineer with another one were doing the maintenance work , when i went near, they asked me to tip them for the work.
Had to shell out 100Rs, out of fear as the next time if there is a issue, they wouldn't turn up or may delay.
