Electricity Transmission Project-Heavy bribe

One of my friend was an engineer who worked in Kerala state electricty board world bank project of 220kV transmission line construction from Lower periyar to Angamaly and moolamattom to lower periyar.Office loacted in Kothamangalam,Ernakulam dist.He used to tell me about the corruption happens in the project with the help of then assistant engineers.AEs helped the contractors by not checking the quality of the work or giving extra mesurements.Free cement was provided by KSEB but contractors never used the full quantity of cement.Allof the towers in Lower periyar-Angamaly line constructed with out having any standards.Not enough quantity cement used or the line stringing not done correctly. It is still visible in the route.They never used a sag template to calculate the actual sag of line.It is very ugly sight and the conductors used were not handled properly.One day in rain almost 10 towers fall down after 1 month of construction due to poor quality.But the contractor saved every bidy by using their influance in politics and top board officials.Lower periyar -Moolamattom construction done by a big contract company which wasn't bad.But they got extra measurements and they built a house for their AE.as per the paper 70kg of cement should be used per m3 but in reality they never used more than 30kg and remaining is a big saving and will sell in black market.Cement is given free from KSEB is part of contract.My friend also told me the AE who worked for them demanded some percentage of total bill they submitted.My friend is still working in KSEB I recentlymet him and then remebered this story.Nobody know about this corruption apart from the people worked there.Instead of posting permenant employees, The officers always appointed contract engineers to do the supervision work so that AEs will make sure nobody intervened in the dealings.But all contract employyes became friends of contractors and their supuervisors and they know all the story.
