Escaped the percentage but still paid bribe

The bribe industry is so mature that there are percentages floating blatantly in the registration department. Herd mentality doesn't seem to question the authority or the apparent maturity. Rs.10000 of my hard earned tax paid money went to sub-registrar who i dont know how will digest it, but i still cant. This used to be my annual college fee which my family carefully piggy banked a whole year to pay towards the end of it, i'm not sure they saw it that way while giving away. To the extent that they chuckled at my insistence of getting receipt for it saying we were lucky that we escaped the prevalent percentage and instead paid a lesser sum to register out first property. I cant really go behind the individuals after all that has happened its got to be the system. ********** Hazare ki **********, ********** mata ki **********, Corruption down down because we are simply sick and tired.
