Ever got back the change from a traffic cop

Well, I missed the red light and got caught. cop confiscated my license and asked me to pay rs 100 as fine. I had no money on me at the moment so I told him to keep the license while I bring some cash from the nearest ATM. when I came back he had already left (it was around 1 pm and one can't be working in the lunchtime, right?)
So I inquired around if the fellow happens to be regular officer in the area (hail paanwaalas). I was told to come back at around 5 (wish I had such a long lunch-time).
well I came back at around 5 (had to wait for half an hour more).
I paid the 100 Rs and got my license back. As I waited for the fine receipt the fellow asked me if I want it. and I was returned part of my cash for not getting the receipt. you know where the rest went *******
