Excess of Meter Charge (2500) for an amount of 500 was collected by LineMan

My meter went faulty. After a week the lineman came in to repair. Iniitially he had taken 2000 along with the letter. And when replacing meter he collected 900. When checked with AE office it seems the meter cost is 2500. So an excess of 400 had gone to the pocket of the line man.
