Expired Vehicle Insurance: Perfect Bribe Assurance

I still remember that was a Sunday afternoon and my friend and I were going to office to get some documents. On the way we found a Traffic Police vehicle and 3 policemen on the road. I decided to take U-turn as I was aware what will happen next. But missed the timing and eventually landed up being with policemen. Being asked to show papers of bike and licence which I did but suddenly being slapped a fine of Rs1000/- as I was driving a vehicle with expired insurance. I decided to ask for receipt of the challan which I found was another mistake. The fine amount went to Rs1500/- and also being asked to hand-over the keys and collect the vehicle from Police Station. I got afraid for vehicle as I had borrowed it from my another friend.
I decided to pay without the Challan; final amount decided was Rs 1200 and that too after so many requests and showing them empty wallets. More shocking was the person whom I handed over the money was an officer with an Inspector rank and was speaking good english and seems well educated. I paid the money and came home with bike but it still makes me think, what was wrong : An expired insurance , asking for receipt for challan or paying bribe to a well-educated higher ranked officer????
