Fee for transfer of RC of four wheeler

I went through an auto consultant for obtaining a NOC from the relevant RTO and transfer of the RC to my name. I paid a sum of Rs.1700 for this entire transaction. I am not aware of how much is the legal fee and what part of it was the bribe.
