I had invested some 210 odd minutes in getting the verification done, the first issue was to get two witness from the same building. Laws are not clear as to what can be done. Next thing, passport office only wanted 4 photos for passport & i didn't have a clue of 4 photos required by police station. On top police wanted the same photo.

Arranging all of this, the Police men says,"pay the fess Rs. 200" clearly in front of all of them. Gets it into his drawer, the good part is it's the same for all. I didn't have the courage to retaliate because i had invested Rs.1000 officialy on passport & a lot of time & energy in doing everything else.
