First time bribe

I went to police station for first time to get my police clearance certificate with my dad. At that time i didnt even knew what bribe was ... the person gave me the form (the form price was really like 2 rupees) I filled the form, collected all the docs and gave it to him. The person opened up the drawer and said chai pani--& I asked him what , twice he said chai pani........... my dad said give him some money to which I denied and told him that I have already paid for the form and gave you the docs why do I give you extra money to which he was really mad and said you dont know how to deal .... my dad was also mad and than he gave the money through me.......... ....and than my forms were accepted................... I wish I had some powers at that time to give him a letter stating he is no more needed for the govt. service...................... poor still its happening....... so we people have to change...........
