Flat registeration - no way without bribe

Land registration office in Banashankri - they dont work without bribe. I was told by my builder that he has negotiated a "good" price with the registrar as he will register all the 27 flats with that person. So instead of standard 2% bribe, he got a discount of 1%. What a joke, a discount on bribe!
