For Police verification they are taking Rs.300 bribe

My police verification for passport was Surendranagar district. After successful verification at last they asked for Rs.500 for verification and told me that this is compulsory and we taking it from everyone. Also asked following questions
1) Do you want passport or not? If yes then have to pay 500 otherwise we will reject it.
2) You are well education and have good salary so this is minor amount you need to pay.
3) Where you want to go? If you are going abroad then is this is compulsory you have to give. I replied that everyone is not applying for passport to go abroad.
4) Also told that from Rs 500 he has to keep some amount(100) and other have to give to top level. So top to bottom all of them have Installments.
5) Asking for bribe openly other workers and police are also watching all this but no one even stopped this.
