Forced to pay 2000 for Police Final Report for Bike Theft!

My bike was stolen on 30th of December 2012. I filed the report at the Local PS and I was told to wait 2 months for the Final Report. After which I submit this report to the Insurance Company for the payout. My father went to the Police Station and was asked to pay 2000 in exchange for the report. This is not the procedure as the report does not carry a Fee. Please help me with this.
