Forced to submit unnecessary medical fitness certificate

Went for renewal of my driving license to Koramangala RTO. As my age is only 39 years, as per the rules I don't have to submit medical fitness certificate. But the authority who verified my documents compelled me to attach the medical certificates. I spoke ARO and explained him and many other staff there about this rule which is there in website of RTO. Nothing helped. Finally I had to succumb the demands and get the medical certificate be paying the price of Rs.150/- to a RTO's public relation officer. Later I also have face the hardship of going to RTO multiple times because my application was blocked for no reasons. I was asked submit photo copy of acknowledgements, extra self addressed envelope which was never used. Visiting the RTO has always been a painful experience for me and my wife.
