Form unavailable - indirect way to get bribe

I had to do a registration of a new vehicle at a different place from where it was bought. Initially i was advised by a friend who told there is some known broker who will help us. But i wanted to try it out myself. So we went to the RTO office directly and asked for the procedures etc. There was a woman who was actually ready to help and told the procedures patiently. Before I could start the procedure i found that the main form is not available in the office and after a long search (as the people in RTO said they never sell it it is available with revenue stamp vendors etc.) Now without option i had to go to the broker for this form and as usual the guy asked a good sum with the breakup having the shares of the RTO and other officials. He was not ready to give the form alone he says he will provide the form only if he does things his way. I then went through this guy as I needed this done the same day. But the interesting part is that though the RTO lady had a share in the amount, she asked me why I had come through the broker when I had come by myself initially. Just to show that there are a few ppl who do not try and force out a bribe to do their work but are ready to accept if given. So i guess we should STOP GIVING FIRST. (To all those who complain and yet dont act.)
