Getting a Birth Certificate in Bangalore

I have been trying to get a Birth Certificate for my son who was born 12th August 1984 at the Baptist Hospital Bangalore 560 024. The Public Utility Building office has records only from 1994 and I was asked to go to the Office above Kids Kemp in Kempogowda Circle area. The people concerned are rarely available on the 6th Floor. There are touts available on the ground floor who are asking for Rs 1200 for the certificate. Is there any way I can get the certificate without paying bribe ?
