Goa - Karnataka Border check post police targeting people carrying liquor

I and my wife had gone for a holiday to Goa from Karnataka. We bought a bottle of Cashew fenny from a Govt approved shop in Goa who promptly supplied us with a liquor permit to carry it out of Goa.
While on our return trip on a bus, we were woken up in the middle of the night by the police at the border check post in Karnataka. They asked if anyone was carrying any liquor bought from Goa. I promptly showed them the liquor and the permit I had got from the liquor shop in Goa, but to my surprise he demanded 200 rupees as it seems fenny comes under 'arrack' category and we are not allowed to carry it to Karnataka.I showed him the permit and started arguing as to why I have to pay 200 rupees bribe and I would rather hand over the liquor to them. My wife who was sleeping beside me got a bit scared with the heated arguments and handed over 200 rupees from her purse to the policemen, who happily went their way.
I have read a few more stories on the internet about how these people target innocent tourists who are carrying liquor bought from *******
