Habit of collecting 100 rupees

In Kolkata, I saw many people paid bribe to the traffic police to escape from the false case. In most cases those traffic polices collected 10, 20, 50, 100 rupees.
The day was Wednesday, Jun 08, 2011 - I went to Howrah since my friend was leaving for home to Kharagpur. While returning from Howrah to Sealdah, the main road is M. G. Road which had No Entry for bikes. While entering in the road, the surgent saw me entering but did not say anything. But after going few distances one traffic policeman told me to stop the bike and come aside. I went aside the road. Then the policeman asked for my license and papers. I gave all documents and license. Then The police started telling me that you have violated the traffic rules; for that reason the surgent is coming and he will collect 2000 rupees which is average fine amount. I was frightened and told him to leave me since I had office to go. But the police told me that the surgent would come to issue a traffic violation case aginst me and collect the money. Then I went in the small gali while my papers were in the hand of the police. I called that policeman who was managing the traffic. He came and I told him to keep 100 rupees and let me go. He stretched down his hand and I put 100 rupees in his hand. Then he handed over my documents and let me go. This kind of incidents happens everyday in Kolkata which every biker and vehicle owner knows. But they has nothing to do.
