Had to pay 200 as soon as I entered Chandigarh for not Wearing Seat Belt

I live in Dehradun and visited Chandigarh yesterday to some personal work. I have an international driving license and all my car papers were in order. In my city seat belt is not compulsory so I was not wearing it. As soon as I entered Chandigarh, I was stopped by a traffic cop who told me that we have to wear belts in Chandigarh. I told him I was not aware and I can do it from now on. He asked for my papers and then nagged about my license. He argued about so ********** things but never gave me a straight answer or anything about a fine or a ticket. In the end he told me he will ticket me for seat belt and amount would be 600 Rs. I told him I can pay the fine right there and please issue me a receipt. He was reluctant to do that and started talking that they will have to call an interceptor and I will have to stay another 2 - 3 hrs for the process. After haggling for about 15 20 minutes. He straight away asked me I can settle this for 200 Rs or you are going to have to stay here all day with me. Since I had my meetings and could not have afforded that, I had to pay the guy.
