Had to pay bribe of 3000 for a trade license amounting 1100!

I had to pay a bribe of Rs. 3000 to the License inspector for getting issues a trade license. The annual license fees just amount to Rs. 1100. This was the Santoshpur office of Kolkata Municipal Corporation. It also seemed that the distribution of the bribe collected is quite organized and most individuals in that office get a share of any bribe that is collected.
Things like this cannot continue.
