Had to pay bribe to get the marriage certificate

Next day after our wedding (which actually finished at 5am on that morning) I and my wife went to the Registrar office for obtaining a marriage certificate. I had to leave for the US next day, so it had to be done the same day. My father-in-law had assured us that he knows the exact person in that office who does this work and will not be paying anyone for this job.
But from 9:30am to 3pm we were shunted around from one desk to another on one pretext or the another, one of the things being as ridiculous as that I belonged to Karnataka and my wife is from Aligarh, 'how can I get our marriage registered in Aligarh'? Well I always believed as a citizen of India I should be able to go to any court in any state with in the Indian Union- I may not be accurate in my belief as I am no legal authority but a software professional.
Anyhow, seeing the time slipping away, I explicitly asked the office clerks if they wanted BRIBE. and they said that I do not have to loud about it and keep it subtle and YES they wanted their 'karcha pani'. They made me feel like a fool by saying that I ought to know the 'RULES' and respect clerks in a government office.
To this day, I feel very bad that I had to pay some greedy officials to get a simple work done on the first day of my new life.
