Had to pay money to get the "free" clearance certificate

Office clerk asked me to pay RS.100 for "Red Cross" in cash for delivering the passport clearance certificate. I had to negotiate to Rs.40. I had no income and had to pay him from my pocket money. At that time value of Rs.40 was too valuable for me. I did not enough money for books/papers not to mention food.
