Had to pay bribe for police verification of passport.

It has been over a month since my police verification was initiated. I got a call last night (1/07/19) to visit the DIB office for my verification and the inspector gave me a number to call (broker's number). Usually the inspector comes to the respective location to verify but not in my case.
On reaching the DIB office I dialed the broker's number, the broker came to the office compound after 10 minutes. Instead of taking us into the office he took us out of the DIB compound and took us to his office, it was a room shared with other brokers.
He asked for all my documents and told to bring the photocopies.
After giving him all the required documents, he asked for rs2000 for the work he did,which was just putting 2 staples on the documents.
After talking with him for some time about the rules,he insisted on the money.He told that the DIB officer is on his side and he splits the money (DIB officer and the broker).
The broker told that if I didn't pay than my passport would be cancelled.
So, I gave rs1000.He told me to sign an 50rs blank notary paper and charged me 300 for it.I asked him the reason for the paper,he told that its necessary to declare in that paper that I don't have any criminal charges against me.
I had to pay a sum of RS 1300 for the police verification which is actually free of cost.
