"Hafta" by Police Men

Hi,
This is not a incident where I have paid a bribe. This is where I saw how police men collect money from way side vendors and shop keepers.
It happened in Madiwala, where I saw two police men, collecting money from every shops and way side vendors.When I enquired, the shop people told its a daily "hafta" they are paying to these people.It happens in the evening, between 7 to 11 pm.They pay Rs 10 to Rs 50 to them on a daily basis.It becomes a big aount when the numerous shops are considered in that area.
