Handle lock traffic law?

I had parked my two wheeler at the specified public parking spot near commercial street (opp krishnaiah chetty & sons shop) on 25th Aug 2010 around 2 PM. At 3:30 PM I came back to find my two wheeler missing. After a frantic search around (its a royal enfield bullet which is not that easy to steal, not in broad daylight), I finally went up to the dispensary road PS to astonishingly (thankful too) find my motorcycle parked in the PS compound. After breathing a sigh of relief I walked in to enquire about the incident, and was welcomed with a question from the SI "Where did you park your vehicle?Did you handle lock your vehicle? If someone had stolen your vehicle you would have come to report a FIR?"
After finally settling down I realized the SI was telling me about a certain section of the IPC where if the vehicle is not handle locked, it is bound to be impounded and the fine is Rs 160.00! He seem to have an answer to each of my baffled look and question about this sudden law which has never been informed to the public.
After about 10 mins, he immediately told me to go to the court and pay the amount and collect the vehicle the next day, OR pay him some "convenience amount" to do this bit for me and I can collect the vehicle right then. He finally agreed on Rs 300 (160+140 convenience charges) and let me go with a notice which mentioned the official amount- Rs 160 collected.
