Harassment for not paying Toad tax

I was not very clear on the rules about NOC.
My vehicle carries Bengaluru registration and I had the NOC.
The policeman asked me for NOC which I promptly showed him.
He said it is more than 45 day old, have you paid road tax - I was never told this in Bangalore RTO.
I said I will figure the procedure, he said the fine is 600rs !! I was willing to pay and take receipt. He said yet you will have to leave you bike and go !!
I was not willing, he said give me 200, and go I did not have 600, I said I will take him to ATM, he was unwilling, he said leave the bike and go. I could not trust him.
Alas, I paid him Rs 200 and walked away without any receipt.
