Hawaldar asked for bribe at late hours while returning from office.

As Hawaldar was not from traffic department so he was suppose to check the vehicle document.
He was suppose to keep vigil for any theft or extortion at late hours. But he was asking money from people who where passing by stating reason of invalid vehicle documents. He didn't have challan book either. Its almost routine work for them.
