I had applied for permission to construct my own house at the Alwal GHMC office. My paperwork was all in order, and there was not a single document missing. The paperwork was forwarded to the Alwal office by a friend of mine who is also a senior officer at GHMC at a different zone.

However, once my file reached the Assistant ********** planner, he started finsing excuses and reasons why the paperwork cannot be passed. After being harassed for about two months [more than 20 trips to the office], the clerk to the ACP took me aside and said that it would cost me to get the job done. I bargained a lot and told him I will pay once the job gets done.

All he said was "Paisa do to kaam hoga... nahi to aap old age home pahuch ne se pehle aapka ghar ka permission nahi aayega"
With the threat of my bank loan lapsing if I don't start construction, I agreed to pay the demanded 25000 rupees to the ACP and after a month after that, the permissions were given.

The total legal and valild fees to GHMC = 1 lakh
Bribe = 25000
That means it is a 25% bribe to get the job done !!! No other business has that kind of profit margin ! I would have gladly paid the 25000 to GHMC itself, if they had something like a fast track queue or tatkal queue. That would have been money that could have been used for the **********'s development. Instead , it went to the ACP and his clerk's personal development.

India rots... one bribe at a time.. and I am ashamed at having done my part at spreading the rot!!
