Horror of driving lisence

I am NRI. I wanted to have indian driving lisence as well. I know driving very well, went to give test, did everything right, instructor passed me but when I went to submit my papers the man sitting on desk asked me to produce birth certificate as he would not accept my passport as ID. I argued with him for 20 minutes but he would not listen to me at all. Fincally my elder brother suggested me to pay him bribe otherwise I will not get my driving licence hence I paid him, within 4 day I had my DL in my hand.
