How I got my IDPL

I visited the local RTA office to get an IDPL because I was travelling to USA shortly. Back then, the RTA required that you purchase an ********** ********** ********** of Rs 500 to get IDPL. I quickly purchased one and submitted my application. I was told to collect my documents in the evening. When I went to collect them, the ********** ********** ********** was missing. I asked the clerk about it and he said I should be happy and not complain because I got the IDPL in one day. He said I had no use of the ********** anyway because I was leaving for USA shortly. I had to leave the very next day and could not afford to argue with him.
