How one can earn money on some one's death.. such a shame

I visited with my mother for collecting the Death Certificate as per the given appointment, but the lady operator said that server is down. When I narrated the urgency she demanded 2000 Rs and 500 Rs more for printing it urgently... Such a shame that I have to leave in India and beg for such services.

Finally she agreed for 1000 rupees but she make deliberated mistakes so she can recover remaining bribe. I do not have my word to express my angst.
