How Police play their game to make money instead of supporting...

I met with an accident near RK Puram ( After Hyat Hotel)... There was a honda city car which was going on in front, which suddenly applied brake and I hit him from behind. We called No 100 for help Since my car was registered outside the state.. the police who came on 2 wheeler took us to RK Puram station. Then he threatened saying if you have hit from behind the fault is yours... He wanted me to close the case without FIR and for that He asked me to pay the other vehicle owner the difference from Insurance claim to actual bill and took Rs 2000 from me.
