Huge amount paid for getting driving licence

I paid Rs. 2500 for getting a driving license. I approached a broker and he asked me to pay Rs. 2200 for all expenses but later on he asked me to pay some more amount at different stages like Rs. 200 while driving test and Rs. 100 at the time of written examination.
I get this license after going through all processes like written examination, driving test with all valid documents. Here I am trying to describe my whole story of getting this license.
I am working in a private company as software engineer. I am having impression that you cant get your work done in any govt. office without giving bribe and they all harasses you like they will ask you to come later or misguide you or tell you that your documents are not complete etc etc. I wanted to avoid all these harassment and wanted to save time so i decided to approach some broker. I consulted one friend and he gave me contact no of a broker. But my experience was very bad. I wasted 3-4 days in getting license and it was me who was standing in queue for hours and gave my written examination and gave my driving test.
These brokers are easily available out side license office. You just go there they will approach you and will ask you do you want license? I don’t know how these people are so fearless and doing their work openly and what govt. is doing?
