Huge bribe per flat for getting new connection

In end of last year, for apartment having 12 flats being constructed under Chamrajpet sub-division, the builder had to pay a bribe of around Rs 12500 per flat (total rs 1.5 lakhs) at various levels within BESCOM to get new connection to the building. What was even more painful was that the process took 6 months despite bribes being paid and a lot of stress and hand over delays were caused due to this.
