I had completed everything for my PhD but just was not getting a certificate for this. The Clerk in charge kept coming up with new excuses till one of my seniors told me that the clerk was expecting something from me. I hated to do this but needed that certificate to get my new job, so gave him some gifts and money and the next day got my certificate.
