I had to Pay a Bribe for Paying my due Property Tax

This happened to me in the Muncipality Limits of Bellandur. I happen to have two land plots there, which were bought in 1999. I pay my property tax regulalrly.
This time it was unique, I was told, my Property Tax won't be collected.
I said why ?
And he said, there is some problem in your Khata.
There was tout sitting nearby, and he was very interested in my talks. He called me aside, and told me all he needs is Rs 10000/- as bribe. I argued, and told him, i cannot pay more than 5k. To which he finally agreed and I was allowed to pay my property tax.
