I had to pay a bribe to the team of the Quarantine Officer to get a certificate for my dog

In order to get the health certificate of my dog (required for travelling abroad), I met the team of the Quarantine Officer (Vet) from the Ministry of Agriculture.
They asked to reissue some documentsand they didin't want to sign the certificate until I understood (thanks to my driver who spoke with one servant) that I had to pay them Rs 900. Being a foreigner (returning back to my country after 3y in Mumbai), I was shocked.
