I have had to paid Rs.200/- for passport documents verification

I have had to pay Rs.200/- to get clearance for my passport. I have had all the required documents in attested along with originals. The verification officer asked me to pay some thing. He made an excuse that I do not have birth certificate attached, although as per passport dept. rule it was not mandatory for those who born after 26th January 1989. The most shocking thing was that the officer did not verify my originals although I wanted to present them before him. After getting money from me he just signed those documents as verified. I am wondering that in such situation getting Indian passport costs only Rs.200/-. It is really a threat to our republic. So we must say that these officers are compromising our security for money!!
