I paid bribe to get my ITI certificate

I completed my diploma course of computers from ITI Kanpur. After that I was searching for job. I applied for the apprenticeship in HAL for that i required the Diploma. When i went to the ITI office the person there asked me to pay some money otherwise he will not give me the Diploma hand to hand. He said that it will take another 15-20 days to dispatch the diploma and to reach to my place. I was in urgency so i paid the bribe because the last ********** of the submission of the form was coming.
