I paid bribe to get Visa

My wife is foreigner. She got visa for 3 months. After that we want to extend her visa for 1 year as per the rules. So we applied to FRO Pune. After almost 2 months there was no progress in our application. Then we met the corresponding officers and found our work will not go ahead unless we give them money. We came to know that, we have to pay Pune officer, Mumbai officer & Delhi officer of Home ministry. Total we had to pay around Rs. 65000. After paying so much we got Visa for 1 year. I am worried whether every time we need to pay so much?
