I paid a bribe for land registration

I got there through the builder to purchase a land of 112 sq. yards outside the town. The actual registration amount mentioned in the documents are 9300, however the builder & their agents told me to pay 15000 as their "service charge". Since, it was my first chance to get into the process of registration, I hesitantly paid the money and after getting the documents, I asked for the balance amount and they all laughed and said - Pehli baar aaya hai kya?
Then they told me that this process includes money to all - including SDM, advocate, their helpers and the clerk who is typing registration documents.
