I paid bribe through cheque

Service tax official was asking us to pay Rs. 1500/- to get Service Tax Registration certificate with all document. we send all document with a cheque of Rs. 1500/- by speed post in the name of chairman of service tax department without complaining that superintendant demand bribe. when chairman open our envelop he call officer to explain . he call us and give registration certficate. but no action taken by chairman against that officer. Before that we were contact CBI anti corruption branch but they can not keep our identity secret so we not go with CBI in this matter
