I paid Rs 2000 as "reentry fee"

I was on pilgrimage on IRCTC buddhist circuit train. When I reached the border to do a one day visit to Lumbini my tour guide told me that the border officer ask for Rs 2000 reentry fee if I want to return on the same day. I had no other option I had to pay. According to the visa regulations I was legally entitled to return without fee as I alread had a multiple entry visa.
