I purchased 20/- stamp paper for 70/-

I need to have a rental agreement. For 20/- Stamp paper i went to KR Puram Registration office at 10:00 am but the counter is not opened so i asked a typist who sits there. They charged me Rs 70/- to give the Rs 20/- stamp paper.
