I was cheated in buying an Entry pass to "Kovai Kutraalam (Falls)"

A group of 5 friends went to Kovai Kutraalam (Falls). During our entry there were no boards found stating to buy an entry ticket. We asked to an official too and he mentioned it is not required. On our return we were asked to submit the entry pass. When we said it is not required as told by your official. They asked us to pay Rs. 300 as fine and we did it too. They said they will be sending the receipt for the money to our home address but that never happened.
