Ignoring previous year's erroneous Oroperty Tax payment

For the year 2009-2010 I had paid property tax for ownerhip of my apartment. However mid year I rented it out. When I went to pay the property tax for 2010-11, the officer said that the previous year's tax would be doubled and I would have to pay a fine since it was under tenancy. I argued that I didn't know I would be renting it out at the time I paid the tax the previous year. However he was adamant and demanded that I pay double the tax and then the fine; he then offered an alternative that I pay him Rs.2500 and he'd ignore the previous year's tenancy. I told him that it was too much and he settled for Rs.1500. I feel quite **********having paid the bribe now and now, I have no way of going back on that. Also, in such situations, BBMP should have a facility to calulate prorated tax amount for the duration of tenancy should the rentals begin later than the ********** of paying taxes.
With such situations being commonplace BBMP officials have a great opportunity to make bribes.
