Income tax office bearer takes his share

I had to check and file the return of my mother. Therefore I went to Bamboo Villa, the Income tax office in Kolkata. The office bearer of the ward demanded Rs 50 for opening the file containing mother's return and I had no option than to pay him. This happened in October 1998.
