Incorporated Bribe Fee's through Legal writer's

I did two transactions on 16th of September 2010 at kayamkulam Sub-Registrar office. One - Sale of Property and another Gift Deed of adjoining property.

Here at the time of collecting the payment the Legal Writer who drafts the content put in Stamp paper collects 3000 Rs Flat Fee as Office Expenses plus the prescribed fee put on Notice Board. When questioned he said if your paper has to come approved or for that matter accepted by the Sub Registrar this is must or else the file will get referred to higher office and you have to keep waiting for months and travel at least 25 times. Being in Abu Dhabi I had to dole out this amount and was astonished at the way the Writer handled matter with Sub Registrar. There was warm welcome - exchange of pleasantries - special chairs for ladies arranged and work got over in a jiffy as others were waiting outside. Legal Writer's daughter who helps him in his work took care of those inside - I was told!!! Now, this transaction has no evidence except the hand written bill issued by the Legal Writer.

My question is when it is not done directly and done through a network of Agents like Legal Writer's then how in the hell the department catch or prove this corruption. It will be a dragging case only and the person who complained ********** get fed up. Is there any real solution like vigilance officers posing as customers pay and catch culprits to bring out the nexus???
