Dear
We the students of Utkal University of Culture, Bhubaneswar, Orissa, are hereby putting forth following few lines for your kind consideration. Utkal University of Culture came into existence by an ordinance passed on 9th June 1999. It was established as teaching ********** affiliating University. The jurisdiction of the University extends to whole of the Orissa. It got UGC recognisation 1/12/1999 under section 2(f) of the UGC Act, 1956 & member of Association of Indian Universities since 01/04/2000.
University is one of the important pillars of a nation, because it has the duty of making the society. In order achieve this dream a University needs number of Mentors who can show paths to the youth of our society, but unfortunately University of Culture is getting out from its aim & destination. It is not known how they are going to build the coming generation. Money seems to be the cause of this problem because the lecturers of this University is getting the salary of a fourth class employee.
The main objective of the University is to promote Education, Research & training in various spheres of culture. It is providing courses like Cultural Heritage & Conservation, Culture Studies, Classical Dances & Music, apart from these some professional courses like Masters & Bachalor Degree in Tourism & Hospitality Services, Social Work, Journalism & Mass Communication, Fashion Design etc, to affiliated colleges. It is matter of concern that these above mentioned courses are only provided by the affiliated institutes which has no intellectual capital. We don’t understand as to why the University is not providing these courses in its own premises. Some points are mentioned below for your information.
ADDMISSION
· First of all university is not conducting any kind of entrance examination for its Professional courses for different Colleges, as a result of which the University is not getting quality students. Whereas similar subjects offered by other universities are conducting entrance test.
· It’s a matter of concern that University is getting only 10 or 12 students for its M.T.H.S academic session where as affiliated colleges are getting 60 plus students and University officials are encouraging students to get admitted there.
· It is not clear how many seats are allocated to the affiliated colleges because where University has only 30 numbers of seats providing M.A.T.H.S, affiliated colleges are enrolling more than 60 students to their Institute.
· No uniform fee structures as it varies in different private colleges under the University for its Courses. How they fix their course fee is not known.
· It is also noticed that Colleges are offering different courses by using University’s name & University officials know fully about this taking no action against those colleges.

ACADEMIC SESSION
· The affiliated Colleges are not appointing their Principal & Lecturers according to the University & UGC guidelines. Even Diploma holders are leading the Institute, which is very indiscipline & University has no take on this.
· Students are being promised many things at the time of their admission, but literally not given any kind of facilities.
· The teaching staff of the University & affiliated Institutes under it is not enough and frequently get changed which affects the students as a whole.
· The University & affiliated colleges have library with very minimum number of reference books as if it a school and some affiliated colleges are showing University library as their library, which is fraudulent.
· The University instructor instead of doing his main job is doing additional job.
· Some Institute is offering Courses for which they did not get affiliation.
EXAMINATION
· Each and every time the question papers were out on sale by the authority before the examination in the affiliated Colleges. This year’s best example is, Biju Pattnaik College of Hotel Management & Tourism as the college conducted its exam before 2 hours of the scheduled time.
· The Board of Secondary Education in the State has decided not to appoint consolidated teachers as invigilators where as the University is appointing guest & temporary lecturers as invigilators in affiliated Colleges, it can be imagined how the exams were going on.
· Some of the University staff (Dr.********** Pani) & some affiliated Colleges Head of the Institute (Mr. ********** Behera, Director CSSR) &even Principals (Mrs. Sakuntala Rout of CIHMC, Bhubaneswar) were appearing the exam in their Colleges before prior permission.
· At the examination hall the answers are distributed by the College authorities.
· The College authorities get informed prior reaching the squads and it’s a matter of nothing than a sort of drama that how they are conducting the examination.
· The evaluation of the answer papers are not up to mark.
· Honorable Orissa High Court has ordered that the evaluators must be qualified & empanelled for the evaluation but the University appoints Unqualified Persons as evaluators which is against the rule of University & UGC guidelines.


AFFILIATION
While giving affiliation the University officials are ignoring the guidelines set up by the University & UGC for granting. More than 70% colleges are in rented houses situated near Noisy market places,garages, besides highways with no infrastructure & educational atmosphere.
The affiliated college has no infrastructure such as common room, reading room, liabrary, computer lab, practical laboratory, & even adequate number of toilets.

These are some points which needs your interference sir. The very credibility of the University of Culture is at stake as the University is one of its kinds in India. As a person of high esteem, we request you to interfere in these aforementioned subjects and do the needful for the betterment of the University & the students. Though these matters were placed before Vice Chancellor/ culture minister of Orissa, no action has yet been taken. We wish you will here our voice.
